  Good afternoon!

      And a warm one it is here in the Capitol city! Global warming is
bad, but it certainly is more convenient!!


      For the daily mailing, I thought I would link you to a story
appearing in the Casper Star-Tribune concerning the operation of the
private prison in Colorado where some Wyoming women are serving their
time. While this kind of crud and corruption can occur at any facility,
public or private, the news stories I have read concerning private
prisons indicate some special concerns.

      One of the main ways that private prisons save money is by paying
the staff peanuts, and giving them only minimal training. Some of the
news reports from the extensive Texas private system would make your
blood boil!

      Until about 10 years ago, putting Wyoming inmates in private
prisons was not allowed. Then due to the excessive population, and the
fact that shipping them out of state would be easier if they could be
placed in private facilities, the law was changed.
