32...Private property shall not be taken for private use unless by consent of
the owner, except for private ways of necessity, and for reservoirs, drains,
flumes or ditches on or across the lands of others for agricultural, mining,
milling, domestic or sanitary purposes, nor in any case without due
compensation.
Free money! Free money!!!
Come and get it! Of course you have to be a
member of corporate america and in the business of constructing coal
gasification or liquefaction plants.

Naturally corporate america is groveling for
every tax break they can weasel out of the system, that is their role in the
capitalistic way of doing things. It is the role of the legislature to see
that the system is fair to all parties concerned, but as far as I can tell
there is a breakdown in that part of the picture with bills such as this.
See this portion of the constitution...........
Wyoming Constitution; Article 1, Section
30...Perpetuities and monopolies are contrary to the genius of a free state,
and shall not be allowed. Corporations being creatures of the state, endowed
for the public good with a portion of its sovereign powers, must be subject to
its control.
With the passage of this bill, corporate
america will get off the hook on sales tax for the equipment purchased for the
abovementioned high dollar plants. Of course they would build the plant with
or without the tax break, but with the tax break the state (we the
people) will just lose out on many millions of dollars of sales tax revenue.
You would think such an issue would be a
closely fought battle in the halls of the Legislature, you would be wrong!!

the legislators who voted for this bill would like to explain why it is a good
idea, please pass along the info.
