Wyoming Constitution; Article 1, Section 25...The military shall ever be in
strict subordination to the civil power. No soldier in time of peace shall
be quartered in any house without consent of the owner, nor in time of war
except in the manner prescribed by law.

Just a quick note tonight, and a Happy Valentine's Day besides.
Consider HB #346; Wyoming Enterprise Fund. This is another attempt by
the legislature to meddle in the workings of the economic life of Wyoming.
The dollar amount is not large, although these things have a way of
starting small and growing from there. The initial appropriation is for
almost $300,000, and is designated for loans targeted for 'management
assistance'. That is not well defined as far as I can tell.
To me, the key phrase is on page 3, line 8...'the program shall provide
for loans and management assistance to businesses unable to obtain
conventional credit.'
As a true fiscal conservative, this phrase makes me shudder. If
conventional lenders are not willing to take the risk, is it a good idea for
the state to step in with taxpayers money? I think not!
